Ensure the system is connected to a reliable 12v battery power source and press the ON/OFF button on the master front panel to power up the controller.
On the controller you wish to function as the master, use the + and - buttons to set the signal number to '1'. Other controllers (slaves) can then be set to signals '2' to '20' in ascending order.
